化妆品企业自愿注册

FDA化妆品和色素办公室应化妆品工业的要求制定了化妆品自愿注册计划。计划包括两部分：化妆品生产厂家自愿注册和化妆品成分声明。

化妆品产品申报

依据法律规定，FDA无权批准化妆品或其成分，色素除外。但是出于对安全性的考虑，禁止或限制可能危及人体健康及引起过敏反应的成分的使用。

化妆品标签审核

虽然注册是自愿的，化妆品的产品标签还是需要符合FDA的要求。对于化妆品标签要求，主要看化妆品的标签上是否带有或列出下列内容：

配料标签、禁用配料 、英语标签 、不准许使用的色素 、法规要求的警示性说明 、产品需用符合21CFR700.25节要求的抗干扰的包装。

其它强制性标签信息（如制造商工厂的名称和地址，包装商或经销商企业的名称和地址，品名，内容物净含量的公布等）

已经在美国FDA注册的公司，经常被其客户或供应商要求核准其美国FDA注册真实有效。

Voluntary Cosmetic Registration Program-VCRP

VCRP applies to cosmetic products that are sold to United States consumers. VCRP assists FDA to estimate the information available about cosmetic products in the market and also benefits cosmetics industry about hazard warnings about ingredients to avoid further violation only when your products are registered.

Cosmetic Product Ingredient Statement

To complete VCRP registration, the manufacturer or packer can perform Registration of Cosmetic Product Establishments for each facility location. Then the manufacturer, packer or distributor can complete Cosmetic Product Ingredient Statement (CPIS) filings for each formulation.

Cosmetic Product Label Review

Food, Drug, and Cosmetic Act (FD&C) and the Fair Packaging and Labeling Act (FPLA) authorize FDA to regulate cosmetics labeling. The regulations are intended to inform the customers of the product's intended use, warning, ingredients, net quantity of contents, and information of manufacturer, packer or distributor. They also protect customers from hazards, and prohibit against false or misleading information.
